The 1990 Warren County Comprehensive Plan was originally adopted June 20, 1991 . Amendments made over the next 15 years are as follows:
September 1992 - 1st amend ment, major revision to Economic Development strategy and policy section of plan. Update to BG 1985 Parks Master Plan. Over 35 Policy Changes dealing with Industrial Development.
February 1994 – Staff drafted 10 Policy Changes and set forth the standards for the creation and adoption of Focal Pont Plans.
June 1999 - Adopted the Walnut Valley Growth Focal Point Plan (includes 24 Policies) to create a highly urban and attractive entrance to Bowling Green .
November 1999 - Adopted 8 policies named the Oakland Rural Village Focal Point Plan to preserve to the rural heritage of the this historic Warren County farming community.
February 2000 - The Planning Commission Staff in the fall of 1999 reviewed the Goals and Objectives of the Comprehensive Plan as stated in the “Guiding Principles” and the “Planning and Government” sections of the current policy plan. The Staff determined at that time, that the stated goals and objectives were still valid and recommended that the Planning Commission reaffirm those goals and objectives in February 2000. In addition to the goals and objectives, the staff reviewed the Policy Plan and Focal Point Listings and made several minor policy updates for consideration. Those policy revisions included:
- New fire protection standards for commercial and industrial development;
- New telecommunications tower standards;
- Combined some focal points that were contiguous or had similar characteristics;
- Added or deleted focal points that were a result of development that had occurred since the initial adoption of the focal point map;
- Realigned several focal point boundaries.
April 2001 - Adopted 8 policies in the Smith Grove Rural Village Focal Point Plan. This plan also included a future land use map to help guide development while still maintaining a rural village nature for the second largest city in Warren County .
June 2001 - Adopted Cemetery Road Growth Focal Point Plan which includes 9 policies to control commercial development in this highly visible entrance corridor in Bowling Green (Future Land Use Map adopted at same time).
January 2003 - The Planning Commission Staff in December 2002 reviewed the Goals and Objectives of the Comprehensive Plan. The Staff recommended that the Planning Commission reaffirm those same goals and objectives, however, the Staff did recognized that a major overhaul of the existing Comprehensive Plan would be needed in the very near future. The Staff reviewed the thirty-five page, Policy Plan and made several updates for consideration. Those revisions included:
- A reorganization of all 270 policies including a new re-numbering to allow for several focal point plans adopted over the previous four years;
- Inclusion of all related Focal Point Future Land Use Maps and Focal Point boundary re-alignments;
- The deletion of policies of a duplicate nature;
- A review of industrial policies and environmental reports submitted in connection with Drastic Index Rating;
- The reorganization of residential policies into General, Urban and Rural categories.
April 2003 – 11 new policies were adopted to control development in the small southern Warren County City of Woodburn, KY. The Woodburn Rural Village Focal Point Plan also included a special entrance exhibit that outlined future uses for these important focal points into this city.
October 2003 - Adopted 10 policies and Future Land use map within the Lovers Lane Corridor named the Lovers Lane Growth Focal Point Plan. Staff also revised several Focal Point Listing Descriptions in October 2003.
September 2005 - Adopted Cedar Ridge Neighborhood Focal Point Plan to control future multi-family and commercial development in this established neighborhood adjacent to Western Kentucky University . Plan includes 3 policies.
